ICT4WHAT?-Using the choice framework to operationalise the capability approach to development

摘要: Identifying the particular contribution of information and communication technologies (ICTs) to specific development goals has proven be extremely difficult. This paper argues that instead trying make ICTs fit with a linear conceptualisation impacts an often economistic view development, field for (ICT4D) should used as prime example process which analysed in systemic holistic way. Amartya Sen's capability approach offers way thinking about not economic growth, but individual freedom. The Choice Framework is presented operationalising this visualising elements process.
