摘要: Units of output are sometimes defined in terms the achievement some pre-defined outcome (for example, a specified level educational achievement), or alternatively quality standard interpreted as ‘conformance to specifications’ activity test. For most public-sector outputs, these definitions unit flawed and may have undesirable behavioral consequences. Output measures cannot, general, do double duty measures. Outcomes need be measured separately. Moreover, content many types outputs legitimately vary both over time (as result qualitative rationing arising from budget constraint), also between clients tailoring varying client needs). Only for sub-set services is it appropriate define complete only when either proximate has been achieved, minimum set activities carried out.
