摘要: Abstract Remedial Action Plans (RAPs) are being developed and implemented at Areas of Concern (43, now 41). The locations throughout the Great Lakes basin ecosystem where environmental quality is particularly compromised. According to United States Canada Water Quality Agreement 1987, RAPs embody a systematic comprehensive approach restoring protecting beneficial uses (the ability fish, wildlife, humans thrive) in Concern. calls for federal governments, cooperation with state provincial ensure public consulted development implementation RAPs. Downsizing all levels government mid-1990s has created significant problems sustaining momentum clean up. Community-based actions may be proceeding, but costly up efforts remain. Despite these organizational fiscal resource hurdles, several applied and, as result, there notable advances remediation prevention programs. Essential elements that characterize successful initiatives include true participatory decision making, clearly articulated shared vision, focused deliberate leadership.
