Policy narratives of circular economy in the EU – Assessing the embeddedness of water and land in national action plans

摘要: Abstract Following the challenges of European Union (EU), member states have adopted circular economy (CE) plans and strategies, with objectives measures to foster circularity. Although concept CE refers various natural resources such as water land, little is known on how current policies are integrating these environmental resources. This article assesses land concerns embedded in EU action issued 2015 2020 a set nine states’ subsequent national plans. The assessment used content analysis based two variables, frequency land’ related terms consistency their inclusion within findings reveal that neither nor emerge major plans, comparison materials or waste. Also, they not consistently associated typical components namely problem-showcase, objectives, strategies measures, stakeholders, performance indicators. Nevertheless, embeddedness more evident southern countries, whereas much erratic. If concerns, be at forefront transition circularity, literature recommends, if expected offer an integrated approach concept, further efforts should made ensure embeddedness.
