Are spatial planning objectives reflected in the evolution of urban landscape patterns? A framework for the evaluation of spatial planning outcomes

摘要: The evaluation of spatial planning results, or outcomes, has been rather neglected by scholars and practitioners. causes this neglect are linked to the characteristics systems in use difficulties quantifying results. To advance state art outcome evaluation, paper focuses on assessing implementation national objectives urban landscapes through an framework, which makes spatially explicit information. framework is built around four dimensions, reflect main domains planning: efficient built-up development, conservation agricultural land, landscape preservation human perception. Indicators that capable capturing changes both time space used verify degree conformance between adopted actual development patterns. We make data, as well assess whether where occurred, integrating into a multi-criteria analysis.
