摘要: Contrary to the popular view that U.S. welfare system has been in a contractionary phase after expansions of state 1960s, spending resumed steady growth pause 1970s. However, although aggregate is higher than ever, there have redistributions away from non-elderly and nondisabled families with older adults recipients disability programs; non-elderly, single-parent married-parent families; poorest those incomes. These likely reflect long-standing, perhaps increasing, conceptualizations by society which poor are deserving not.
