摘要: The Chinese central government has released detailed carbon emissions abatement targets at the provincial level, but provides no specific reduction city level. Most governments simply allocate tasks to their cities based on GDP of cities. Allocation approaches, however, should emphasize most effective distribution reach overall that reflect actual capacities This paper proposes an allocation method level by combining a data envelop analysis method, entropy weight and clustering using Yangtze River Delta region as case study. Results our indicate with higher potentials, financial abilities, larger number above-scaled industrial enterprises are better positioned reduce be assigned proportionately targets. merits policy implications proposed approach discussed in comparison emission
