摘要: The present paper focuses on the interplay between organizational dimension of e-government and development national infrastructures. discussion is aimed at clarifying whether how a decentralized vs. central re-usable basic services raises different requirements with regard to establishing inter-organizational arrangements coordination. Current challenges in decentralized, federal Switzerland are compared other non-federal countries, based document analysis interviews experts Switzerland, selected European countries Canada. Against this background, an framework developed that overcoming common obstacles for developing integrated approach across tiers Switzerland. cross-country comparison reveals considerable similarity regarding pressing challenges. may therefore be suited as theoretical model further analyses guidance, design governance Practitioners might apply it analytical tool.
