摘要: Measuring e-government has traditionally been focused on measuring and benchmarking websites their use. This provides useful information from a user-perspective, but does not provide any how well the back-end of is organized what can be learnt others. In this paper self-assessment instrument for organizational technology infrastructure aspects developed tested. model used to benchmark 15 initiates in Netherlands group session. helped them identify opportunities improvement share experiences practices. The results shows that only disappointingly few investigated back-ends (20%) fall highest quadrant. should capture both technical elements. A crucial element gaining in-depth insight with limited resources utilizing participative, approach. Such an approach ensures emphasis learning, avoids adverse dispute over outcomes.
