摘要: eParticipation is still in its early phases of development, which government organizations undertake many experiments. There no systematic overview these experiments, inhibits learning from each other. Measuring and benchmarking provide the opportunity to inspire new developments by sharing best practices. This paper presents development a measurement instrument that subsequently used investigate frontrunner Dutch municipalities. combines factors related role citizens, type media deployed, organization municipality. Using measure seventeen municipalities we found large focus on traditional forms usually supporting informative consultative practices for policy development. study, however, has been largely limited measuring ICT facilitate eParticipation.
