摘要: This paper describes the underlying complexities and nature of situation for transmission planning investment challenges in competitive environment. In past, ownership, operation network were hands a single central entity. However, unbundling electricity business has raised new that confront restructured industry. The previous vertically integrated structure been replaced by decentralized decision making paradigm. large number players, proliferation transactions on networks, markedly different utilization than way it was planned have all contributed to severe stress network. resulted frequent congestion situations with too many customers attempting obtain what, effect, are limited services. Investments failed keep pace increasing demand. causes sorry state discussed key arena environment outlined.
