Planning and deregulation: the failure of the new Victorian planning system

摘要: In 1996, the Victorian Liberal Kennett Government embarked on an ambitious experiment State's land use planning system by introducing Victoria Planning Provisions (VPP). Since then, seven official reports have been made aspects of this system. All referred to operational inadequacies but none has proposed major changes. The Whitney Committee (2002), for example, argued that was inefficient and uncertain concluded experiencing "teething problems" not in crisis. Better Decisions Faster (DSE 2003) recommended 18 measures reduce volume permits processing delays, increase consistency decision making. But despite promises both former (Maclellan 1996) current Labor (Thwaites 1999) governments, is properly monitored no comprehensive review its performance a state government carried out.
