摘要: : Uncertainties about biological data and human effects often delay decisions on management of endangered species. Some decision makers argue that uncertainty the risk posed to a species should lead precautionary decisions, whereas others for delaying protective measures until there is strong evidence activity having serious effect We have developed method incorporates into estimate so delays in action can be reduced or eliminated. illustrate our with an actual situation deadlock over how manage Hector's dolphin (Cephalorhychus hectori). The question whether sufficient dolphins by mortalities gillnets warrant regulating fisheries. In quantitative assessment, we use population model both demographic ( between-individual) environmental ( between-year) stochasticity. incorporate estimates parameters repeatedly running different combinations survival reproductive rates. Each value selected at random from probability distribution represents estimating parameter. Before drawing conclusions, perform sensitivity analyses see assumptions alter conclusions recommend priorities future research. this example, did not conclusion high decline if current levels gillnet mortality continue. Sensitivity revealed robust conclusion. Thus, analysis removes scientific as excuse inaction.
