摘要: This paper discusses the theory that less politics makes better economics. It argues this perspective on misrepresents dynamics of policymaking in developing countries and is seriously limited its ability to explain how policy changes come about or policies are chosen lead socially beneficial outcomes. The author indicates most models political economy not relevant for therefore unable wise choices. In light this, recommends an alternative approach does treat as a negative factor choice. emphasizes understanding preferences perceptions elites, circumstances surround emergence issues, concerns decision makers, factors affect implementation sustainability change. such alternative, consists efforts at problem solving through bargaining use resources context great uncertainty.
