摘要: Human vulnerability to extreme events is not only a factor of exposure exogenous hazards; it also endogenous characteristics the human system in question (be household, community or nation). Vulnerability assessments aim identify different elements that contribute system’s vulnerability. This chapter presents behavioural and structural perspectives on vulnerability, argues an evolutionary perspective can offer important insights, particularly regard systems’ adaptive capacity. systems have capacity adapt local environmental climatic conditions; however, constrained by historical factors. To illustrate, comparison made between root causes Haiti Chile their respective 2010 earthquakes. Different modelling empirical methods been used assess are discussed. It argued rich data necessary be obtained through qualitative research methods. The methodology Global Islands’ Research Adaptation Policy Development Project offered as model for community-based assessment.
