摘要: Recent empirical studies of U.S. antidumping activity focus almost exclusively on the period since 1980. This paper puts this recent experience in historical context by examining determinants filings over past half century. The conventional view that few cases existed prior to 1980 is not correct, although most did result imposition duties. rise related increase import penetration (closely decline average rate protection) and shift authority from Treasury Commerce Department Exchange fluctuations also influence number filed any given year. was prepared for a symposium marking centennial legislation, held at University Michigan March 12, 2004.
