摘要: An innovative framework combining the ‘multiple streams’ (MS) and ‘punctuated equilibrium’ (PE) models of agenda-setting is used to explain transformation UK climate change energy policy under Labour Government between 2006 2010. The coupling problem, politics streams by entrepreneurs (MS), changes in image institutional venues (PE), were critical opening a window, disrupting existing monopoly enabling radical initiatives. case study suggests two revisions models: (1) windows can remain open far longer than either model typically predicts; (2) party politics, especially where competition generates ‘competitive consensus’, be important for both initiating prolonging parliamentary systems. factor overlooked significant entrepreneurship role that government ministers play, particularly when an issue becomes part their ‘narrative identity’.
