摘要: The aim of this paper is to present a logical framework for evaluation capacity building in higher education agencies, which can be used as an instrument both grounding future educational policies, and improving the policies’ implementation process. will focus on four main stages that examine link between organizational process learning. Thus, we discuss way practice becoming routine at micro level (within organization) through expert team learning processes diffuses macro system) system interactions level. These facilitate development institutional characteristics such capacity, policy leadership. seen being founded cyclic model shaping priorities developing structures, selecting models, training skills, transforming into reshaping once again. To end, several uses Romanian are analysed.
