摘要: As a paradigmatic wicked problem, reform in higher education seems particularly well suited to large-scale, participative, systemic foresight exercise. The article discusses the structure of and challenges raised by such an exercise for future Romanian carried out between 2009 end 2011. We analyze broader discursive context Romania beyond, as more specific which said was initiated. then focus additional detail on exercise, providing justification its appropriateness, analyzing complex process underlying it, commenting several encountered which, we argue, are rather typical structural participatory endeavors.
