摘要: The chapter describes the design of Romania’s national smart specialization strategy and limited “entrepreneurial discovery” (ED) mechanism deployed in this context. It explores several issues designing a large-scale foresight process for RIS3, focusing particularly on procedural dimensions prospects using data analytic tools to gather disseminate evidence stakeholders. further highlights, how reached an argument-based consensus potentially controversial prioritization few research innovation (sub)fields. final sections spell out some implications limitations exercise, particular concerning relationship between purely technical dimension priority-setting political backing latter.
