摘要: Traditionally, transportation system operations have been constrained by jurisdictional and administrative boundaries. Local governments state agencies operated facilities for which they are responsible with little coordination. As surface mobility challenges continue to increase, it is evident that although different localities may still operate their own systems, there a need coordinated regional operations. An important component of enabling such coordination the achievement consistency in standard operating procedures (SOPs) used individual centers (TOCs). Historically, each TOC has developed its SOPs, suited unique needs resources available. Although these SOPs served TOCs well, customized often not compatible neighboring TOCs. such, establishing coordination, especially manage large-scale incidents or emergencies, difficult. In this research effort methodology was analyze find opportunities increase consistency. This applied case study five statewide emergency center Virginia. The results indicate several differences indeed hamper among centers. At same time number potential increased also identified. Information contained paper will benefit systems integrators, planners, researchers, other professionals involved integration efforts policy review.
