摘要: Our position is that network governance can be understood as a communicative arena. Networks, then, are not defined by frequency of interactions between actors but sharing and contest different clusters ideas, theories normative orientations (discourses) in relation to the specific context within which operate. A discourse comprises an ensemble concepts causal give meaning reproduce ways understanding world (Chouliaraki Fairclough 1999). Consequently, inherently political process through discourses produced, reproduced transformed. Democratic thus becomes study way core challenges democratic practice addressed – how legitimacy awarded, what mechanisms decisions reached, accountability enabled. Three approaches discursive analysis democracy considered - argumentation analysis, inter-subjectivity, critical their implications for intergovernmental relations multi-level (IGR/MLG) discussed. Case examples provided. We conclude value MLG/IGR complement existing forms opening up ideational aspects levels government other actors.
