摘要: Abstract Land laws provide a legal basis for addressing country’s land-related strategies and are the central land policy instruments through which governments realise objectives. Considering their vital role, it is imperative that be evaluated to ensure objectives followed not ineffective or counterproductive. The extant literature, however, provides only fragmentary evaluation. present study addresses this gap constructs novel framework support holistic evaluation of law performance in context sub-Saharan Africa (SSA). was developed review systematically selected literature on SSA. Four key perspectives emerged: access; tenure; use development; administration institutions. then used assess overall Rwanda’s Organic Law (OLL) 2005 content analysis secondary data reform outcomes. OLL application suggests may stakeholders with insights into effects potential areas improvement. However, must further explored various cases SSA countries validate its functionality.
