摘要: The EU has adopted the European Farmland Bird Index (EFBI) as a Structural and Sustainable Development Indicator proxy for wider biodiversity health on farmland. Changes in EFBI over coming years are likely to reflect how well agri-environment schemes (AES), funded under Pillar 2 (Axis 2) of Common Agricultural Policy, have been able offset detrimental impacts past agricultural changes deliver appropriate hazard prevention or risk mitigation strategies alongside current future change. delivery stable positive trend will depend provision sufficient funding appropriately designed implemented AES. We present trait-based framework which can be used quantify impact land-use change farmland bird populations across Europe. use show that resource availability within cropped area landscapes key driver declines populations. assess relative contribution each Member State level explore relationship between Axis allocation. Our results suggest do not an equal EFBI, with management Spain having particularly large influence its level, is poorly targeted respect conservation needs. also predict 2020 number scenarios. This approach guide both development implementation AES objective distribution funds States. hope this contribute cost-effective efficient Rural strategy targets.
