Slow to Learn: Regulatory Oversight of the Safety of Outsourced Aircraft Maintenance in the USA

摘要: AbstractAircraft maintenance outsourcing and offshoring is now prevalent in the airline industry. In USA, safety implications of this shift work organisation have aroused serious concerns — magnified by six incidents between 1995 2009. Subsequent investigations, audits reviews outsourced activities identified significant failures regulatory oversight. However, air enforcement agency Federal Aviation Administration was slow to respond these shortcomings, despite sustained criticism from other US government agencies responsible for transport governance. This paper provides a case study failure difficulty reshaping regimes context rapid changes organisation. It highlights challenges regulating subcontracting not confined USA as well problems regimes.
