摘要: Foreign aid involves a chain of accountability relationships stretching from international donors through national governments and implementing agencies to set ultimate end users the goods services financed by aid. In this paper, I review five different that exist in foreign projects among donors, governments, users. Then summarize existing empirical evidence demonstrating functions better—both at macro-level flows micro-level individual projects—when there is more government agency accountability. Specifying several mechanisms facilitate accountability, emphasize participation tool often used produce within projects.
