摘要: A concern for the consequences of bycatch and discards in fisheries has led to implementation new policies management plans aimed at their reduction many around world. Such have been developed Australian Commonwealth (the most recent action plan extends from 2009 2011 this case study). These list a wide variety species, including both commercial fish non-commercial particularly those listed as threatened, endangered or protected. The paper presents an analysis potential economic ecological impacts alternative approaches these plans, with particular emphasis on use incentives. is centered Southern Eastern Scalefish Shark Fishery, based Atlantis simulation model within CSIRO. spatially explicit subcomponents that coupled physical transport-biogeochemical processes elements ecosystem, well sub-models include fisheries, annual assessments, regulations compliance. feature it incorporates fleet dynamics allows main fleets adjust fishing behavior response Incentive-based scenarios such deemed values existing trade-able quota scheme over-quota landings, imposition tax catches protected are considered (as tradable quotas). presented terms impacts, focus ecosystem-wide implications regulations.
