摘要: This article extends the notion of a “big data divide” to describe asymmetric relationship between those who collect, store, and mine large quantities data, whom collection targets. It argues that this key distinction highlights differential access ways thinking about using potentially exacerbate power imbalances in digital era. Drawing on original survey interview findings public attitudes toward use personal information, it maintains inability anticipate potential uses such is defining attribute data-mining processes, thus forms sorting targeting result from them.
