摘要: The political and economic changes presently taking place in the Central Eastern European countries are accompanied by profound social for which, terms of personal well-being, older disabled people pay highest price. Having lost security a minimum standard living, many exposed to poverty its broadest sense. collapse governmental arrangements provide needs this population led establishment non-govemmental voluntary agencies. Unfortunately, these characterized limited resources on one hand, lack trained skilled work staff other.
