摘要: Abstract In this article, we examine strategies to ‘end’ homelessness in Anglo-American countries such as the United States, Canada and Australia. process, critically reflect on shifting terrain of governance these ‘liberal’ welfare regimes. Beginning early 2000s, municipalities across later Canada, reconfigured their policies around ambitious goal ending 10 years. Grounded evidence-based interventions Housing First, 10-year plans target resources toward hardest-to-house, endeavor achieve zero within a set time frame, do so while purportedly reducing economic cost homelessness. since were initiated, homelessness, an absolute sense, has proven elusive.
