摘要: This article draws on vulnerability analysis as it emerged a complement to classical risk analysis, and aims at exploring its ability for nurturing governance actions. An of the literature allows us formulate three-fold critique: first, has been treated separately in natural technological hazards fields. separation prevents from unleashing full range potential, constrains appraisals into artificial categories thus already closes down outcomes analysis. Second, focused assessment tools that are mainly quantitative, whereas qualitative appraisal is key assessing comprehensive way informing policy making. Third, systematic review case studies reporting participatory approaches argue participation important address above, but remains too closed approach would benefit embracing more open, encompassing perspective.
