摘要: Governing risks is not only a technical matter, but also matter of ethical and societal considerations. In this article, we argue that in addition to scientific uncertainties, need address normative uncertainties risk decisions. We define as situations where there are different partially morally defensible -- incompatible options or courses action, ones which no fully option. conceptualize distinguishing between the four categories evolutionary, theoretical, conceptual, epistemic uncertainties. will show instances climate adaptation strategies. finally present two methods for identifying dealing with namely, Wide Reflective Equilibrium adaptive planning. Situations have always been continue be decisions they often dealt an implicit manner. make them explicit, could lead better informed justified about risks.
