Redressing Equity Issues in Natural Resource-Rich Regions: A Theoretical Framework for Sustaining Development in East Kalimantan, Indonesia

摘要: Despite having potentials for economic growth, natural resource-rich regions in developing countries, like East Kalimantan Province of Indonesia, often face problems emerging from unequal distribution development benefits and extreme exploitation resources. Economic inequality poverty on one hand, threats unsustainability the other, are thus common. Essentially, share a common root cause, namely inequity. The main question is therefore: “Given that immediately viable prospects achieving countries lies regions, how can public policy such assist promoting intra- inter-generational equity, sustainability?” This paper proposes theoretical framework reformulation help resolve ing Kalimantan. Regional should consequently apply equity four functions: benefit to people; production function resources; nonproduction reinvestment sustainability. Equity failures end up inequality. Inequity causes leakages foreign along with threat due excessive exploitation. Moreover, deteriorate assimilative carrying capacity environment. Finally, sustainability threaten sustainability, mainly because insufficient funding reverse environmental damage. To inequity problems, ensure it necessary reform renew related policies, so correct corruption-free implementation will bring sustainable welfare people. Finally this suggests 18 areas needed be reformulated.
