Preparedness in Implementing Action Plan for Reducing GHGs: The Case of Central Java

摘要: The Regional Action Plan for Reducing Greenhouse Gas Emissions (RAD-GRK) of Central Java Province 2020 was completed in 2012. This paper assesses the preparedness Provincial Government (CJPG) to implement plan and identifies measures needed ensure successful implementation based on stakeholders' perceptions. In-depth interviews with key CJPG officials a workshop extended participants involved RAD-GRK were conducted. analysis methods used are content force-field analysis. results show that, general, is just slightly better than 'half prepared' (3.47 out 5). Among six priority sectors, forestry most prepared 4.01 score, means 'prepared but may need some help or adjustment'. It then followed by waste management (3.75), agriculture (3.67), transportation energy (3.59) manufacturing industry (1.75). Meanwhile, among five influencing factors, legal framework (3.74). financial (3.46), institutional (3.45), human resource (3.36) physical equipment (3.35) factors. Measures have also been proposed, example, additional personnel suitable proper capability many programs sector.
