摘要: An elected constituent assembly is planned to frame a new constitution of Nepal. This paper argues for federal system governance and reviews various proposals that have been made so far, some which suggest territorial subdivision cultural the country. offers greater promise durable peace stability federation than would also help improve economic efficiency in delivery governmental services. Further, it proposes 15 small size states, with directly governors states proportional representation state assemblies.
