摘要: Though municipal ownership of electric power distribution systems has been a growing public issue since the late 1960s, serious empirical econometric investigation barely begun. The authors opens with critique two recent works on costs: one returns to scale and comparative public/private efficiency. A new conceptualization factors influencing costs is then presented reformulation efficiency questions suggested. Next, statistical analysis some models data base presented. author concludes speculative explanations his relative cost-efficiency findings discussion policy implications.
