摘要: (added to the original) The addition of transportation capacity affects potentially all attributes trips made by urban residents: time day, destination, mode, route, and linking trips. In long run, added may influence a household’s automobile ownership decision, residence, job location choice, as well firms’ decisions. Neither primary growth effects nor secondary trip are thoroughly understood—determining effect is not at trivial task because it concerned with intricately dynamically interrelated system components: supply system, land use, accessibility, travel demand. This paper presents review theoretical empirical results in literature that shed light on capacity. Tentative findings include following: Using existing origin–destination data appears be very cost-effective expeditious approach addressing issue, but can better used more elaborate statistical methods test behavioral theories. There no indication generates significant volume induced traffic. standard sequential procedure capable, principle, forecasting diverted, transferred, shifted traffic, although actual practice less than ideal. Abbreviated application procedure, unwarranted attempts transfer models extrapolation inapplicable options unfortunately present. A understanding timing decisions chaining behavior needed.
