Managing Waters of the Paraíba do Sul River Basin, Brazil: a Case Study in Institutional Change and Social Learning

摘要: This article examines the implementation of integrated water-management institutions in Paraiba do Sul River basin southeast Brazil. It argues that social learning has been critical facilitating reform so far, and will likely continue to be an important factor for future sustainability new management system. There a synergistic relationship between Brazil's water-reform hybrid governance institutions, which facilitated reform's turn enabled further context river committee's decision-making process. Through interviews, surveys, observations, we identified social-learning capacities, including trust, ability work together, shared understanding institution's problems, possibilities, mission. Effective through was demonstrated by adaptive capacity face severe drought.
