摘要: Abstract Realising energy efficiency opportunities in new commercial office buildings is an easier task than retrofitting older, mid-tier building stock. As a result, number of government programs aim to support retrofits by offering grants, upgrades, and audits facilitate opportunities. This study reports on state program Victoria, Australia, where the uptake such offerings was lower expected, prompting team consider whether targeting facilities managers (FMs), rather owners, might be better way delivering program. The influences practices FMs that impact their ability advocates for were explored. results revealed complex ownership arrangements, poor communication skills, isolation from key decision making processes, lack credible business cases information, split incentives, prospect disruptions can all FMs’ drive organizational change. Future efforts should continue interrogate social context buildings, including other influencers beyond FMs, adapt accordingly.
