A Case Study of Preliminary Cost-Benefit Analysis of Building Levees to Mitigate the Joint Effects of Sea Level Rise and Storm Surge

摘要: Sea-level rise (SLR) will magnify the impacts of storm surge; resulting severe flooding and inundation can cause huge damage to coastal communities. Community leaders are considering implementing adaptation strategies, typically hard engineering projects, protect assets resources. It is important understand costs benefits proposed project before any decision made. To mitigate impact joint effects surge SLR, building levee segments chosen be a corresponding strategy real estate in study area—the City Miami, FL, USA. This paper uses classic Cost-Benefit Analysis (CBA) assess cost efficiency proposes improvements benefit estimation, by estimating avoided damages projects. Results show that city from projects along Miami River both one-time 10 year event with SLR cumulative long-term scenarios. also suggests conducting CBA critical process making planning investment. A more meaningful result effectiveness estimated accounting for appreciation time value. In addition, sensitivity analysis conducted verify how choice discount rate influences result. Uncertain factors including intensification, land use changes, further analyzed.
