摘要: Health systems are not just about improving health: good ones also ensure that people protected from the financial consequences of receiving medical care. Anecdotal evidence suggests health often perform badly in this respect, apparently with devastating for households, especially poor and near-poor ones. Two principal methods have been used to measure protection health. Both relate a household's out-of-pocket spending threshold defined terms living standards absence spending: first defines as catastrophic if it exceeds certain percentage measure; second impoverishing makes difference between household being above below poverty line. The paper provides an overview issues arising each case, presents empirical work area health, including impacts government policy. reviews recent critique protection.
