摘要: Abstract: The National Academies’ 2007 report “Rising Above the Gathering Storm”: Energizing and Employing America for a Brighter Economic Future,” was response to bipartisan request by Congress. It proposes coordinated set of policy actions consisting four recommendations twenty specific “enhance science technology (ST U.S. K-12 education, higher corporate research, federal funding physical sciences engineering research; reactions 9/11 including visa policies, export controls, sensitive but unclassified information; as well underlying attitudes that influence behavior these structures. This has become nucleation point broad debate on future US prosperity its international ramifications. Formal simulation logic within can test validity efficacy proposed measures. paper utilizes illustrate method assessing 1) reality hypothesized problem, 2) solutions, 3) most promising areas discourse. conceptual model described herein attempts simulate general tendency behaviors is not intended capture complete ecosystem. Instead it authors’ intent describe learning opportunity first modeling relevant “whole” system with very brush, then co-develop other industry, academic, government stakeholders, causal structure which captures in more detail. Such multi-stakeholder co-development process evolve into an expanded strategic conversation identify social cultural self-imposed constraints contribute declining S&T enterprise. focus this discussion report’s stated education role workforce development training. Engineering viewed complex parts are hierarchical interdependent. These include formal educational institutions (e.g. K-12, community college, post-secondary institutions), vehicles through informal accomplished. As would be case any optimized solution space, each component play. A various roles possible strategies follows. our belief if collaborate common paradigm collective observations, we better coordinate action decisions, allocation intellectual critical resources toward national strategy.
