摘要: The core element of the Costa Rican forestry policy is a financial instrument called environmental service payment. This rewards forest owners for services (the mitigation greenhouse gases, protection watersheds and scenic beauty, development biodiversity) their forests provide. In this article, experiences with new are analyzed by focusing on way interests represented access granted, openness information exchange, whether social learning occurred, decision-making authority shared. analysis based survey conducted in Huetar Norte Region in-depth interviews major stakeholders. case indicates that instruments can be used to share responsibilities stakeholders successfully cooperate issues. It also shows such participatory approach only promising if certain cultural, economic, organizational, political conditions met.
