摘要: Abstract New developments in EU governance that may have an impact on subnational authorities not yet been adequately covered by research into multi-level governance. This paper examines the role of Scottish Executive1 a traditional policy area, Structural Funds, and ‘new’ mode governance, Open Method Coordination Employment. Looking at policy, polity politics dimensions it concludes OMC cannot be seen as new opportunity for Executive to play greater European making.
