摘要: Current approaches for assessing large-scale flood risks contravene the fundamental principles of risk system functioning because they largely ignore basic interactions and feedbacks between atmosphere, catchments, river-floodplain systems, socioeconomic processes. As a consequence, analyses are uncertain might be biased. However, reliable estimates required prioritizing national investments in mitigation or appraisal management insurance portfolios. We review several examples process highlight their importance shaping spatiotemporal patterns. call redesign used assessment. They need to capable form basis policies worldwide facing challenge increasing due climate global change. In particular, implementation European Flood Directive needs adjusted next round mapping development plans focusing on methods accounting more systems.
