摘要: Any piece of policy analysis must be appropriate to the context its intended use. Social science often fails as due insensitivity context. This paper explores a number different modes determine circumstances in which application each is appropriate. It argued that mode only under fairly limited set conditions; many problems encounters are result attempts apply outside niche. Greater use should made what developed here hermeneutic model analysis, residual conditions none traditional models copes with adequately.
