摘要: After the adoption of ‘grow first clean up later’ environmental strategies, governments in East Asian newly industrializing economies (NIEs) turned to ‘clean-up’ by enacting landmark legislation, creating command and control agencies promulgating tough air water emissions standards. Available evidence suggests there is wide variability performance these new regulatory agencies. Most attribute this differences ‘political will’. However, why have some among NIEs been able muster will’ impose duties on industrial polluters while others not? This paper answers question summarizing a larger study (Rock, 2002) which examines ‘politics pollution’ six NIEs. Each case based extensive interviews, collection data effectiveness pollution management policies, integration both with political economy literature each economy.
