European rule adoption in Central and Eastern Europe: a comparative analysis of agricultural water management in Serbia

摘要: Regulation of Serbian agriculture's water use is analysed as a basis for wider debate on European rule adoption. Three models that seek to explain patterns non-compliance are assessed: external incentives; policy learning/lesson drawing; and Mediterranean syndrome. Although such tend be presented competing frameworks, evidence suggests this inappropriate. Survey interview data reveal substantial implementation deficit environmental regulation in Serbia, has several characteristics common with the In case, problems compliance rules cannot divorced from domestic regulatory failure.
