A multi-criteria approach to local tax planning

摘要: A city tax model based on the analytic hierarchy process is developed. This allows officials to explicitly take into account existence of multiple decision criteria in selecting new options. Opinions from experts are used relate plans criteria. The paper explores feasibility applying commonly available tools facilitate and improve making local government.
