摘要: This chapter focuses on the ways by which EU lifelong learning agenda, specifically guidelines for basic skills, has been interpreted according to Portuguese realities, at national and local levels. We suggest that skills all, as intended in framework of European area learning, have somewhat loose roots cultural civic dimensions education a human social development perspective. Competitiveness cohesion, dual centrality Europe, stated Lisbon Strategy, translated Portugal through dynamic imbalanced agenda fed two major strands: prosecution right long time debt adult population search so-called employability qualification, way tackle distance from educational standards. According these options frame this also stresses adults’ understandings come out research findings presented later. The data analysis shows are congruent with orientations; adults see promise better life. Thus, given inconsistency fulfilling is hard task achieve.
